Senior Technical Project Manager

As Senior Technical Project Manager for our Taiwanese and our AO6 French projects on the Mediterranean Sea, Fran is responsible for the management and coordination of all the technical aspects of the projects including engineering design and technical studies performed internally and externally. Fran is in charge of leading a team of technical package managers ensuring a coordinated design approach and efficient management of design interfaces, optimizing the project business case and review and providing input to the financial model including yield, CAPEX and OPEX budget.

Fran brings more than 14 years of Project Management and Engineering experience in offshore wind gained in an international domain and through various assignments.

Prior to joining BlueFloat Energy, Fran worked at Iberdrola, the global energy major, where he held different responsibilities within the Offshore Wind business.

Serving initially as Development Project Manager he led for five years the development and consenting activities of several offshore wind farms in continental Europe where, amongst other accountabilities, he supervised the realization of technical and environmental investigations, acting as the focal point between the company and the diverse administrations and stakeholders.

Subsequently, he moved on to Iberdrola’s Operations Department where he headed up from start to finish the Pile Testing scale project and led one of the two foundations supply contracts on the Wikinger offshore wind farm. Most recently Fran has worked for five years as Wind Turbine Package Lead on the Baltic Eagle offshore wind farm in the German Baltic Sea. During this assignment he was responsible for the definition and implementation of the tender strategy, for the negotiation and signature of the Preferred Bidder Agreement and for the final signature of the Turbine Supply Agreement with Vestas.

Prior to joining Iberdrola, Fran worked as a Project Manager of the Coastal Department of HIDTMA, a technical consultancy specializing in Environmental Studies and Port & Coastal Engineering, performing numerical modelling for waves and coastal dynamics.

Fran holds a MsC degree in Agronomical Engineering from the Polytechnic University of Madrid (UPM).
