Esther Villoria Domínguez

Head of Consents & Environment

As the Head of Consents & Environment at the corporate level, Esther is responsible for developing consenting and wider environmental strategies and policies across the various markets where BlueFloat Energy is actively developing projects. She acts as the global lead and subject matter expert, supporting our local teams in their project development activities and tender preparation by sharing best practices and lessons learnt in the area of environmental consenting. She supports engagement with the relevant government authorities and other key consents stakeholders at the national and local level and represents BlueFloat Energy in the international fora in matters related to environmental monitoring, consenting, compensation measures and any other policy issues related to environmental impact.

Esther brings  over 19 years’ experience in permitting, consenting and environmental management, across a range of development sectors. Prior to joining BlueFloat Energy, Esther has worked in the offshore renewable energy sector in the UK for over 11 years. She joins us from Vattenfall, where she spent the last six years managing the required permits and consents from Final Investment Decision through construction of the European Offshore Wind Deployment Centre (also known as the Aberdeen Bay Offshore Wind Farm). Other projects with Vattenfall included managing critical topics on the Development Consent Order applications, examinations and post consent (pre-construction) works for the Norfolk Boreas and Vanguard Projects in the East of England.

Before that, Esther served for almost five years as the Permits, Consents and Environmental Manager for the Inch Cape Offshore Wind Farm, off the East Coast of Scotland. She was responsible for managing the environmental and consents team and all the activities relating to planning permissions, licences and consents for both the onshore and offshore elements of the project. She also has wide ranging experience of leading UK-wide statutory and governmental, as well as public, stakeholder engagement activities. In addition, Esther has over eight years of prior experience working as a consultant on a wide range of complex international projects in the UK, Republic of Ireland and Spain.

Esther holds a Bachelor’s degree in Environmental Sciences from Salamanca University, Spain.
